• Korea-France Elevate Ties to ‘Global Strategic Partnership’ at Summit Marking 140 Years of Diplomacy

    President Lee Jae-myung held a summit with French President Emmanuel Macron at the Blue House on April 3, where the two leaders discussed ways to advance bilateral relations recently elevated to a “Global Strategic Partnership,” as well as key regional and international issues.   The meeting coincided with the 140th anniversary of diplomatic relations between Korea and France. President Lee welcomed President Macron’s first visit to Korea since taking office, noting its significance as the first state visit by a European leader since the launch of Korea’s new administration. President Macron described the trip as especially meaningful, marking his first visit to Korea in 11 years as French president.   The two leaders exchanged views on the ongoing conflict in the Middle East and its broader implications, agreeing on the urgent need to restore stability and peace in the region. They also shared policy experiences and strategies aimed at minimizing economic disruptions and protecting livelihoods. Both sides reaffirmed their commitment to strengthening energy security through expanded cooperation in nuclear energy and offshore wind power, as well as ensuring safe maritime transport routes in the Strait of Hormuz.   The summit also served as an opportunity to assess the progress of bilateral relations since the establishment of a “Comprehensive Partnership for the 21st Century” in 2004. The leaders highlighted the elevation of ties to a strategic level after 22 years and agreed to further deepen cooperation across a wide range of sectors, including defense and security, trade and investment, and advanced strategic industries such as artificial intelligence, semiconductors, quantum technology, space, and nuclear energy. Cultural and people-to-people exchanges were also identified as key areas for expansion.     On the occasion of the summit, the two countries revised three agreements and signed 11 memoranda of understanding and letters of intent, laying the institutional groundwork for future cooperation. The leaders also adopted a joint statement outlining the direction of bilateral relations moving forward.

• Korea National Arboretum, AFoCO Sign MOU to Expand Forest Biodiversity Cooperation

    The Korea National Arboretum of the Korea Forest Service announced on March 13 that it has signed a memorandum of understanding (MOU) with the Asian Forest Cooperation Organization (AFoCO) to strengthen forest biodiversity conservation and expand international cooperation.   The agreement follows the expiration of a previous MOU signed in 2021 and is intended to sustain and broaden the existing partnership. Under the renewed framework, the two institutions will collaborate across a range of areas, including forest biodiversity conservation and joint research, the exchange of expertise and research data, cooperation in international conferences and seminars, and network-building activities. The partnership will also promote biodiversity conservation efforts and public awareness through public-private cooperation.   Notably, the new agreement introduces initiatives aimed at raising awareness of biodiversity conservation through public-private partnerships, with plans to expand programs involving diverse stakeholders such as corporations and institutions. Given that many AFoCO member countries operate arboretums and botanical gardens, collaboration centered on these institutions is expected to play a key role in addressing both climate change and the global biodiversity crisis.   The Korea National Arboretum has also been advancing international cooperation through its partnership with Botanic Gardens Conservation International (BGCI). Last year, the two organizations jointly proclaimed the International Day of Botanic Garden Education, an initiative designed to expand global networks among arboretumsand botanical gardens while strengthening responses to the climate crisis. This year, Brunei and Indonesia—both AFoCO member states—are expected to participate in the observance on June 12, further enhancing international collaboration based on arboretumsand botanical gardens.   Lim Young-seok, Director of the Korea National Arboretum, said the agreement will serve as an opportunity to deepen cooperation with AFoCO and expand global partnerships. He added that these efforts will contribute not only to forest biodiversity conservation but also to elevating the international standing and role of the national arboretum.

• APEC 2026 SOM1 and Related Meetings Held in Guangzhou

      The First Senior Officials’ Meeting (SOM1) of the 2026 Asia-Pacific Economic Cooperation (APEC) forum and its related meetings were held in Guangzhou from February 1 to 10. The Korean government delegation, led by Park Jong-han, Deputy Minister for Economic Diplomacy and Coordination at the Ministry of Foreign Affairs, participated in the Senior Officials’ Meeting as well as the four main committees: the Committee on Trade and Investment (CTI), the Steering Committee on Economic and Technical Cooperation (SCE), the Economic Committee (EC), and the Budget and Management Committee (BMC). The delegation took part in discussions aimed at delivering substantive outcomes for APEC 2026. At the meeting, the Korean delegation, as the previous year’s host economy, expressed its support for a successful APEC 2026 and reaffirmed its commitment to ensuring that the key outcomes of the 2025 Leaders’ Meeting are faithfully carried forward and further developed throughout the 2026 APEC process. China presented the theme and priority areas for APEC 2026 as “Building an Asia-Pacific Community to Prosper Together: Openness, Innovation, Cooperation,” and outlined major deliverables under each priority area. It also announced plans to host more than ten sectoral ministerial meetings and high-level dialogues, including meetings of Ministers Responsible for Trade, Digital and AI Ministers, and Transport Ministers. In addition, China introduced its plan to organize various high-level forums on digitalization and innovation during a “Digital Week.” As discussions at the sectoral ministerial meetings are expected to culminate in outcomes at the Leaders’ Meeting in November, the Korean government plans to actively engage in the process to ensure that the key achievements of the 2025 Leaders’ Meeting are fully reflected throughout this year’s APEC agenda. On the sidelines of the meeting, Deputy Minister Park held bilateral consultations with major members, including China, Japan, Canada, and Vietnam. The discussions covered China’s priorities and key deliverables for APEC 2026, follow-up measures to the previous year’s Leaders’ Meeting hosted by Korea, and the review and revision of the Aotearoa Plan of Action. Meanwhile, as the previous host economy, Korea has assumed the chairmanship of the Budget and Management Committee (BMC), which oversees and manages APEC’s budget this year. Lee Ji-yoon, Director-General for International Economic Affairs at the Ministry of Foreign Affairs, chaired the first BMC meeting on February 9. Beginning with this first Senior Officials’ Meeting, APEC members will continue consultations centered on the theme and priority areas presented by China, with a view to advancing sustainable economic growth and regional economic integration in the Asia-Pacific region ahead of the Leaders’ Meeting scheduled for November 18–19.  

• ROK–NATO Hold 15th Policy Consultation in Brussels

    The 15th ROK–NATO Policy Consultation was held in Brussels on January 15, with senior officials from both sides meeting to exchange views on the international security environment and discuss ways to further strengthen the ROK–NATO partnership.   The meeting was co-chaired by Yoon Jong-kwon, Ambassador for International Cyber Cooperation at the Ministry of Foreign Affairs of the Republic of Korea, and Boris Ruge, NATO Deputy Assistant Secretary General for Political Affairs and Security Policy. The two sides shared assessments of current global security challenges and explored avenues for enhancing bilateral cooperation.   Both sides agreed that, amid growing geopolitical uncertainty driven by factors such as U.S.–China competition and the war in Ukraine, cooperation among like-minded partners has become more important than ever in responding to complex and overlapping crises. They emphasized the need for close ROK–NATO coordination to address shared security threats, noting the increasing interconnectedness between security in Europe and the Indo-Pacific region.   The participants also noted that over the past four years, the ROK–NATO relationship has experienced remarkable growth through high-level exchanges, including the Republic of Korea’s participation in NATO summits and ministerial meetings. In this context, they welcomed the launch of the ROK–NATO Defense Industry Consultative Body last year, which has further expanded the scope of cooperation between the two sides.   Looking ahead, both sides reaffirmed the significant potential for deepening ROK–NATO cooperation across a wide range of areas, including cybersecurity, defense industry cooperation, advanced technologies, information sharing, and space security. They agreed to continue efforts to further strengthen and institutionalize practical cooperation going forward.

• Korea Designated as WHO Collaborating Centre for Food Safety Emergency Response

  The Ministry of Food and Drug Safety (MFDS) announced that it will hold a plaque-unveiling ceremony on November 27 at the first floor of its headquarters to mark the World Health Organization’s (WHO) designation of the MFDS as a WHO Collaborating Centre for Emergency Preparedness and Response in Food Safety.   The designation is the first of its kind globally in the field of food-safety emergency response. It reflects the WHO’s recognition of Korea’s contributions over the past decade to the International Food Safety Authorities Network (INFOSAN), where the MFDS has played a leading role in strengthening international cooperation on food-safety emergencies.   As a collaborating center, the MFDS will work with the WHO to provide education and training for INFOSAN member countries, offer technical support such as developing Food Safety Emergency Response (FSER) plans, and support global and regional meetings aimed at enhancing cooperation and networking among member states.   The MFDS expects the designation to bolster Korea’s international standing by highlighting the country’s food-safety systems and crisis-response capabilities. It also anticipates strengthened global confidence in the safety of K-Food.   MFDS Commissioner Oh Yu-kyung stated that the designation signifies meaningful international recognition of Korea’s food-safety emergency management system. “Building on this achievement, we will continue to position Korea as a global leader in responding to food-safety crises,” she said.     The MFDS added that it will continue to swiftly identify food-related risks at home and abroad, enhance its crisis-response capabilities to safeguard public health, and work to further elevate Korea’s global reputation in food-safety incident response.    

• Korea and EU Seek to Strengthen Strategic Cooperation in Advanced Industries

      Minister of Trade, Industry and Energy Kim Jeong-kwan met with Henna Virkkunen, Executive Vice President of the European Union, in Seoul on November 27 to discuss ways to enhance strategic cooperation in advanced industrial and technological sectors, including semiconductors, artificial intelligence (AI), future mobility, batteries, and supply chains.   The meeting was held during Executive Vice President Virkkunen’s visit to Korea, which focuses on key EU priorities such as technological sovereignty, security, and digital transformation. Both sides shared the view that the rapidly changing global economic environment, marked by intensifying protectionism and supply chain disruptions, requires closer joint responses and strengthened cooperation.   Kim and Virkkunen noted the long-standing strategic partnership between Korea and the EU in economic and technological fields and agreed to elevate this partnership into a more future-oriented framework encompassing economic security and advanced industries. They emphasized the complementary nature of the two sides’ semiconductor sectors, with Korea specializing in memory manufacturing and the EU leading in automotive semiconductors and advanced equipment. Amid growing global supply chain uncertainty, the two sides committed to closer collaboration to establish more stable supply chains. They also explored specific areas of cooperation in AI, future mobility, and battery technologies.   The two sides reaffirmed their progress through multilateral technology cooperation platforms such as Eureka. Korea, the first non-European country to join Eureka in 2009, has worked with Europe in sectors including IT, materials engineering, and biotechnology, and has been actively engaged since being appointed as a board member in 2023. Both parties agreed to further strengthen cooperation in advanced technologies and supply chain resilience. The Korean side also raised concerns over the EU’s FSR review of the Czech nuclear power project and the EU’s proposed new steel import regulations, requesting constructive and amicable resolutions. The Ministry of Trade, Industry and Energy stated that the meeting served as an opportunity to deepen Korea–EU cooperation in advanced sectors such as semiconductors, AI, and future mobility while reinforcing supply chain stability. The ministry added that it would work to activate high-level consultation channels and develop the issues discussed into tangible cooperative projects.  

• 한국이 만든 페루 스마트도로 청사진, 페루 국가 법정계획으로 채택

  좌로부터 두 번째 최종욱 주페루 대사, 세 번째 알도 마르틴 프리에토 바레라 페루 교통통신부 장관 [리더스타임즈] 국토교통 ODA 사업으로 추진(’24.7월 ~ ’25.6월)했던 '페루 국도 스마트도로관리(재난·교통) 마스터플랜'이 페루 정부의 국가 법정계획으로 공식 채택됐다. 우리나라의 도로관리 정책과 ITS 기술력이 국가 정책으로 인정받으면서 향후 후속사업과 우리 기업의 현지 진출도 확대될 전망이다. 국토교통부는 6월 25일(현지시간) 페루 교통통신부(MTC, Ministerio de Transportes y Comunicaciones)가'페루 국도 스마트도로관리(재난·교통) 마스터플랜'을 국가 법정계획으로 공포했다고 밝혔다. 이날 법제화를 위한 기념행사는 페루 교통통신부 강당에서 개최됐으며, 알도 마르틴 프리에토 바레라(Aldo Martin Prieto Barrera) 페루 교통통신부 장관, 국토교통부 및 한국도로공사 관계자 등이 참석했다. 행사에서는 국토교통부를 비롯한 양국 주요 인사 축사를 시작으로 한국도로공사의 지능형교통체계 관련 기조강연, 페루 교통통신부의 마스터플랜 발표, 관계기관 패널토론 등이 진행됐다. 한국의 도로망 구축 컨설팅 결과가 페루의 법정계획으로 공포됨으로써 페루 정부 차원에서 해당 정책을 구체적으로 구현하기 위한 조직, 예산 등 확보가 가능해진다. 이번 법제화는 한국의 도로 관련 공적개발원조 사업의 결과가 단순 컨설팅에 그치지 않고 페루의 정책으로 직접 반영됐다는 점에서 의미가 크다. 향후 페루에 도로망 구축사업이 발주되면, 우리 민간기업이 참여하는 후속사업을 기대할 수 있다. 앞서 ’19년에 수행한 콜롬비아 국가 ITS 마스터플랜 수립 ODA사업 또한 콜롬비아 현지 교통부의 승인을 받아 ’22년에 법정 계획화된 이후 활발한 후속사업과 민간기업 진출이 이뤄진 바 있다. 이에 비추어 페루에서도 한국 ITS 기술의 현지 확산과 한국기업의 진출이 기대된다. 이번 마스터플랜 수립 ODA 사업은 한국도로공사 컨소시엄(한국도로공사·동명기술공단·이젠시스)이 ’24년 7월부터 ’25년 6월까지 수행했다. 주요 과업 내용으로는 페루 간선 국도인 판아메리칸 하이웨이 1,560km (트루히요~아레키파) 구간의 스마트 도로관리 마스터플랜 수립과 후속 사업 발굴이 포함됐다. 특히, 사고 및 재난 피해를 최소화하기 위해 ’35년까지 단계적으로 도입할 13개 지능형교통체계(ITS) 단기 서비스를 선정하고, 최우선 중점 사업 구간(133.2km)에 대한 개념설계 및 이행계획을 수립하는 성과를 거뒀다. 국토교통부는 올해 7월부터 국토교통 ODA 사업을 통해 본 마스터플랜의 후속사업인'페루 리마–찬카이 스마트 지능형교통체계(ITS) 구축사업 타당성 조사'를 수행한다. 이번 사업을 통해 페루 ITS 구축이 본격화되면서, 우리 기업의 해외 진출 기반도 한층 강화될 것으로 기대된다. 국토교통부 김석기 건설정책국장은 “이번 성과는 국토교통 ODA사업을 통해 한국의 도로·교통 운영 경험을 페루 현지 여건에 맞게 체계화한 결과로, 향후 페루 국도의 안전성과 운영 효율 향상은 물론, 우리기업의 해외 진출에도 기여할 것으로 기대한다”라고 밝혔다.

• Honoring the Sacrifices of our Veterans: 76th Memorial

    Participating in the 76th anniversary of the Korean War as a Leaders Times youth reporter affords an opportunity to reflect upon past courage and sacrifice in Korea and on our ongoing obligations for the future. On June 25, 2026, a ceremony took place in Busan to honor the 76th anniversary of the Korean War. Many people attended the event like families of the veterans, military leaders, civilians even the university students in Busan and expressed their gratitude to those who have made the ultimate sacrifice for our nation and remembered the effects of the war. At the ceremony, there were speeches commemorating the anniversary of the war, there was a performance reminiscent of the song of the Korean War. These events illustrate that the Korean War is not history. It is a part of present day modern Korean society. The importance of Busan to Korean War history is immense. Thousands of refugees traveled through Busan during the Korean War, and the city served an integral role in protecting South Korea during the war. Thus, the significance of the events that occurred in Busan serve as meaningful means by which to reflect on the Korean War. The younger generation has an important role to play in recalling the history of the Korean War. While we generally take our freedom and peace for granted in our daily lives, participation in events such as these serve to remind the younger generation of those freedoms and peace, of all the fallen in that conflict and the sacrifices made for them, and of their continuing duty to pass the history of the Korean War along to future generations. For many students and young adults, the event is more than a ceremony; it provides an opportunity to reflect on the meaning of peace and strengthens their commitment to remember history. Although it has been more than sixty years since the Korean War ended, the lessons learned are still current today. The trip to Busan enabled me to directly see the significance of the Korean War as a historical event, rather than simply a textbook example. By being part of a community of people who honor the sacrifices of others, I am reminded that the peace which we enjoy today did not come freely and that we must continue to tell this story to future generations.

• After visiting Cambodia to volunteer as a reporting journalist for Leaderstime, the effort to solve education inequality continued.

      Observing the Cambodian students’ passion for studying, even in such harsh conditions, we Leaderstimes reporters have visited, established a library, and filled the shelves with donated books, collected in both Korea and the U.S. This project aimed to give an opportunity for local students of all ages from elementary school to high school, who struggle to study within their underfunded environment. Even in unimaginable conditions compared to the average student in Korea or the U.S., I saw more passion and drive to learn from the Cambodian students. Thus, we have created our initiative with Angel’s for the Journey and Lumen Education to create a sustainable educational infrastructure for Cambodian students.   Initially, the project was initiated by designing and publishing books in Khmer, Korean, and English. We worked with the same local students, those in high school who could translate the English content into Khmer. Simultaneously, books were collected through donations. Expanding internationally, in high schools located in Saint Louis, Missouri and Layton, Utah, students collected books with the help of the school. Teachers, classmates, and families of the students donated books to support the education of the Cambodian students and the building of the libraries. From Thomas Jefferson School, 89 books were gathered and packed to be sent to Cambodia. From Utah, 74 books were gathered. Little by little, the books that were collected numbered in the hundreds and were donated to meet the needs of the libraries built in 3 locations throughout Siem Reap.   These libraries now stand to help and support the education of young Cambodian students, and the effect of these libraries is already spreading. A 12th grade student in Cambodia, Sokchanra Hun, to whom we have donated funds and study materials such as used phones and laptops on top of the books and novels, became inspired by our mission, passionately preparing to study abroad to create an impact for others herself: our contributions led her to study Psychology at Reed College starting this fall.   In the future, our contributions hope to continue to grant the opportunity for those in need to study what they want without suffering from a lack of resources.   외교부 [리더스타임즈] 외교부는 4월 10일 외교부 서희홀에서 2026 KOREAZ 서포터즈 발대식 및 2026 디지털 글로벌 캠페인 ‘YouthFULL Tomorrow’ 출범식을 개최했다. 이번 2026년 제6기 서포터즈는 치열한 경쟁을 뚫고 선발된 한국인 20명과 외국인 20명(18개국) 총 40명으로 구성됐으며, 전년도(32명)에 비해 인원이 확대되고 참가 국적 또한 더욱 다양해졌다. • NongamJongtaek: The Hanok of Nature and Literature’s Harmony

    In Andong, Yi Hyeon Bo’s NongamJongtaek (family home/academy) is geographically located in adjacent areas along the upper reaches of the Nakdong River. A historical place, built over 650 years ago, where the flow of Neo-Confucianism, literature in the mid-Joseon Dynasty, and the spirit of life meet.   NongamJongtaek is located on a cliff overlooking the Nakdong River, a geomantic site with mountains behind and the river flowing in front. The name Nongam comes from Yi Hyeon Bo teacher’s pen name, humbly meaning “silent cliff.” The Nakdong River, which flows as if embracing the heritage homes, carries on its gentle waves the quiet breath of learning. The stream reflects the sky like a mirror, and blends with the fog flowing without a clear outline, creating a mysterious atmosphere. As if human intentions were placed on a desk made by nature, the space of learning is completed through harmony with nature, carrying the sentiments behind Yi Hyeon Bo teacher’s pen name. In summer, the Confucian academy is lush green while in fall, the leaves are blazing. The terrain changes its expression with the seasons, but at its center, the same tranquility always flows.   Yi Hyeon Bo lived in seclusion with nature as his friend and portrayed the Confucian human image through poetry and lyrics. The scholar, who valued this exact harmony between nature and life, can be seen through how their homes and schools still represent tranquility centuries later. His descendant and now Jongson, eldest son and head of the Yeongcheon Lee clan, Lee Seong Won lives and takes care of the NongamJongtaek.   Mr. Lee now opens the doors of the Jongtaek widely to the public for hanok stays, experiencing the night breeze as you sleep, eat, and embrace nature at the traditional Korean homes. Yi Hyeon Bo teacher quit his government office position at Hanyang, modern day Seoul, and returned to Andong, where he was able to take care of his elderly mother while rekindling his love for literature. Upon returning to the Jongtaek, Yi Hyeon Bo teacher began to build the Aeildang, meaning the ‘Hall of Cherishing the Day,’ for his mother. The sentiment behind constructing the Aeildang goes as far into the reason Yi teacher left office: his Confucian belief of “Hyo,” filial piety, led his heart to come back home and care for his mother. Built on top of a large stone, the building’s scenery deliberately overlooks the Nakdong River while the mountains are spread out vastly, a beautiful sight for his mother to enjoy.   Thus, Mr. Lee operates this hanok stay as he similarly wants to provide the environment where one can embrace the surrounding nature’s energy, rekindle something lost like Yi Hyeon Bo teacher had done, and most importantly, remember the importance of Hyo. Mr. Lee left us with a heartfelt message about what it means to live. “The two experiences everyone should have plenty of are reading and traveling. You need to travel around the world and embrace the natural energy all around the world while reading and obtaining the knowledge of the historical marks of those lands. Yi Hyeon Bo teacher returned back to his hometown and family after spending much time in a political and artificial atmosphere in order to rekindle his connection with nature and literature. You too should focus on developing those connections around the vast world.”

• Pungsang Ryu Clan’s History, Traditions, and Lineage: A Glimpse into the Clan with Jongson Ryu Chang Hae

    Upon arriving at the Hahoe Village, the famous folk village of the Pungsan Ryu clan for over 600 years, the sincere tranquility and serene atmosphere can be felt with the ancient buildings full of history. We were invited into the Chunghyodang, the main residence house of the village, where we met Mr. Ryu Chang Hae, the eldest direct descendant of Ryu Seong Ryong and current head of the Ryu clan. In the small, humbly decorated room, we were honored with the time to interview and learn from Mr. Ryu, dressed in a modest traditional outer garment, durumagi. After introducing ourselves, he began to provide explanations about the Hahoe Village (how the location was chosen and preserved) and about Ryu Seong Ryong teacher (his life journey as a yangban, scholarly official, and about his renown writing Jingbirok).   To begin, Mr. Ryu described how there were already two other noble families living in the vicinity of the Hahoe village location, the Kim clan near the river and Ahn clan near the volcano. As the river bends and inscribes the town’s multitude of houses, floodings were the main concern when building the village, and the Ryu clan met with their neighbors to discuss the precautions. For three years, they scoped out the scenery and determined to build their Hahoe village. He detailed how the river and changes in water levels led to harsh floodings and struggles in preservation but their efforts in preservation overcame the difficulties. Additionally, the Ryu clan worked closely with their friendly neighbors, the Kim and Ahn clan, when paying the national taxes. As taxes were paid by the region and not individually during the Joseon Period, the three households cooperated and supported one another, working together to preserve the Hahoe village throughout the years.   Then, Mr. Ryu educated us about the traditional Hahoe masks and dance parades. The Hahoe mask parades, started in the Hahoe village and expanding throughout the nation into a traditional festival, were actually symbolic expressions of criticizing the Yangban elite scholar system. The parades by the common workers and farmers put on a satirical show impersonating the yangban with caricature masks. The Ryu clan, understanding the sentiment and dissatisfaction by the commoners, helped fund the parades even though they were designed to be critical of them. The Ryu clan humbly accepted the Hahoe parades and helped start as well as preserve the tradition.   This modest family are the descendants of Ryu Seong Ryong, the great prime minister at the time of the Imjin War who went by the pen name “Seoa” meaning “west cliff.” Under the Joseon King Seonjo, Seoa teacher was in government service for over 30 years, leading the country in both scholarly and military affairs. After successfully defending Korea from Japan during the Imjin war, he would eventually retire and return back to his hometown of the Hahoe village where he authored the book Jingbirok, recollecting the accounts and reality he witnessed firsthand of Joseon at war with Japan. Mr. Ryu states that Seoa teacher wrote the Jingbirok with his first account experience as a means of warning the future with the events from the past. Seoa teacher grew up in Hanyang, modern-day Seoul, and was in the same village as General Yi Sun Shin for some time. Growing up together, Seoa teacher, who would later on appoint General Yi to defend against the massive Japanese invasion, knew him very closely from a young age. Thus his retelling of the Imjin War period, from the warfare details to the individual generals and scholars mentioned, is one of the most credible national treasures of Korea.   After the background information and stories, Mr. Ryu Chang Hae took the time to respond to some of the LeadersTimes youth press questions.   [Interview]   Q: In your family, how is Ryu Seong Ryong remembered, as both a historical figure and an ancestor? Are there any stories passed down that are not found in official records?   A: There is an account of Seoa teacher mentioning his three “Han,” unresolved emotions of regret and bitterness. First, he regrets not giving back enough for the country and his family as he believes more could be done. At the same time, Seoa teacher wishes he had stepped down from office earlier as he felt he was unworthy of such a spot, but the King would not accept his resignation. Finally, he wishes he had pursued his interest in reading more passionately. These are three humble regrets that Ryu Seong Ryong had.   Another story is about his last will written 3 months before he passed. He asks that his descendants focus on one thing: “Chunghyo.” Chung meaning loyalty and faithfulness and Hyo meaning filial piety, was emphasized as the most important trait to have. Just like his first “Han” and sentiment of regret, Seoa teacher reflects on how he felt he lacked chunghyo toward his nation and family and wants to ensure his descendants do not make the same mistake.     Q: Are there any misconceptions about the Imjin War or Ryu Seong Ryong that your family feels compelled to correct or clarify?   A: A misconception lies in one of Seoa teacher’s remarks that was taken too literally. He stated, with his experience during the Imjin War, that in order to protect the nation and its prosperity, a military of 100,000 soldiers is necessary. Similarly, the Ming dynasty, who supported Joseon against the attacks by Japan, felt the need for Joseon to create their own army. However, it was financially impossible at the time for Joseon to afford such a large military as Joseon had taken a toll from the Imjin War. Thus, King Seonjo took Seoa teacher’s words too literally and began to pour expenses into developing an army of 100,000. Instead of an army, the King was left with a ruined economy and a measly 2,000 soldiers. Even if the King had listened to Seoa teacher’s words 10 years before the Imjin War had happened, the argument that an army of 100,000 could be built with Joseon’s economic state is unreliable.     Q: Finally, what are some words of advice you would like to give us younger generation students who are interested in learning about Korea’s rich history, traditions, and lineage?   A: When learning about the history and traditions of Korea, be sure to consult the texts. I feel as though national texts like the Jingbirok were not thoroughly read and understood since after the Imjin War, Korea would remain defenseless and become occupied by Japan again and again. As a matter of fact, I believe the translated version of Jingbirok was read more in Japan than the original version in Korea. Thus, consulting the texts, understanding not just the context but the message and analysis by Seoa teacher will help the next generations continue to fix the mistakes of the past, especially since the Jingbirok is as relevant today as it was over 400 years ago.

    수의사의 세계 특별 멘토링 조영훈 수의사님과 인터뷰를 진행 하였습니다(YDMC)   1. 과학고등학교는 소위 말하는 타고난 학생들, 천재들이 다니는 곳이라는 인식이 많고, 그에 대한 부담으로 진학을 주저하는 학생들도 다수 존재합니다. 그들에게 남기고 싶은 격려의 말이 있습니까?   - 중학생 때 그런 비전을 미리 갖기는 어려울 수 있으나, 본인이 왜 과학고등학교에 들어가고 싶은지, 들어가서 미래에 무엇을 하고 싶은지 뚜렷한 그림이 있다면 그런 걱정을 우선하기보다 먼저 들어간 이후에 고민해도 늦지 않습니다. 사람마다 다르겠지만 저는 과학고등학교에 진학했던 걸 제 인생에서 가장 잘 선택한 일 중 하나라고 생각합니다. 물론 저보다 훨씬 뛰어난 친구들을 바라보면서 주눅이 들기도 하는 순간이 오지만 그런 모멘트가 오히려 본인에게 맞는 현실적인 전략 수립에 도움이 되기도 하고 어느 정도 타협점을 찾거나 개인적인 동기부여에도 많은 영향을 끼친다고 생각을 해요.       2. 다른 생물학과나 생명공학과와 비교했을 때, 연세대학교 시스템생물학과가 갖는 차별화된 장점은 무엇이 있습니까?   - 저는 이미 졸업한지 6년 가량이 흘렀고 지금은 또 어떻게 바뀌었을지는 모르겠지만, 제가 수학할 당시를 기준점으로 생각해보았을 때 식물, 단백질, 미생물, 면역학 분야에 있어서 세계적으로 주목할 만한 성과를 내시는 교수님들이 계셨습니다. 실제 식물세포를 가지고 Agrobacterium에 감염시켜서 형질전환시키거나 linux 등 프로그램을 사용해서 유전자의 서열을 알아내는 실험들을 학부생 실험과목에서 해보기도 했구요. 어느 곳에서든 마찬가지겠지만 본인이 학문에 대한 열정만 있다면 충분히 다양한 경험을 쌓고 나올 수 있는 곳입니다. 학교 자체가 신촌에 있다보니 이화여대와 가까이 있기도 해서 동물행동학, 행동생태학 등에 관심이 있다면 그쪽으로 컨택하여 관련 경험을 쌓을 수 있기도 합니다.       3. 특수동물진료를 담당하는 수의사들이 겪는 현실적인 난관과, 동시에 특수동물진료를 통해서만 얻을 수 있는 메리트가 궁금합니다.   - 특수동물이라 함은 개, 고양이를 제외한 모든 반려동물이라고 생각하시면 됩니다. 당연히 학교에서도 정규 커리큘럼으로 가르쳐주지 않아서 독학을 베이스로 해야할뿐더러 수십수백 종에 달하는 동물들이 환자로 오다보니 그때마다 매번 새롭게 공부해야 하고 연구되어 있는 것도 별로 없다보니 시행착오를 훨씬 더 많이 겪을 수밖에 없는 분야입니다. 또 동물종마다 다르긴 하지만 개, 고양이보다 훨씬 예민하고 연약해서 쉽게 살릴 수 없는 순간이 많다는 것도 굉장히 어려운 지점입니다. 대신 특수동물진료를 함으로 귀엽고 신기한 다양한 동물 친구들을 엄청 가까이에서 지켜볼 수 있고 직역 자체의 희귀성으로 인해 어느 정도 실력만 갖춘다면 나름 자부심을 느낄 수 있기도 합니다.       4. 광주과학고, 연세대 시스템생물학과, 충북대 수의학과 각각에서 수학하며 얻은 가장 가치 있는 깨달음을 한 가지씩 들을 수 있습니까?   - 각각 한 가지씩을 말씀드리기보다는 세 군데에서 모두 공통적으로 느낀 바가 있다면 인간 관계, 즉 다시 말해서 커뮤니케이션 능력이 공부를 열심히, 잘 하는 것보다 더 중요하다는 깨달음을 얻었습니다. 물론 제가 커뮤니케이션 능력이 뛰어나다는 말은 아니지만 (물론 부족하다는 걸 뼈저리게 느꼈기에 그런 깨달음을 얻었겠죠.) 공부만 잘하고 교우관계가 안 좋은 사람 vs 공부는 잘 못하지만 교우관계가 좋은 사람, 이렇게 비교했을 때 후자가 인생을 더 행복하게 사는 사람이 될 확률이 높다고 생각합니다. 물론 인간관계가 개인이 완벽히 컨트롤할 수 있는 영역이 아니지만 그건 공부 또한 마찬가지라고 생각해요. 그래서 너무 학업에만 매몰되기 보다는 인생의 다른 측면도 충분히 신경쓰면서 사는 관점이 필요합니다.     4-1. 앞선 두 학교에서의 수학 내용 중, 현재의 직업인 특수동물진료 수의사 생활에 가장 큰 영향을 준 내용이 있다면 무엇입니까?   - 특별히 큰 영향을 줬다고 꼽아서 말할 수 있는 건 없는 것 같습니다. 그래도 굳이 꼽아보자면 진화생물학에 관심이 많아서 자연스럽게 다양한 생물 계통에 관심이 생겼었다는 것 정도를 꼽아볼 수 있을 것 같네요. 실제 현장에서는 이론만으로는 설명할 수 없는 현상이 비일비재합니다. 연세대학교에서도 그랬고 수의대에서도 그랬고 여러 가지 실험도구 다루는 방법을 배운 것이 특수동물 수의사를 하는 데에 어느 정도 긍정적으로 작용한 것 같기도 하네요.     5. 진로와 적성 분야를 아직 발견하지 못했거나 너무 전환이 잦아, 오랜 시간 방황하고 불안해하는 후배 수험생들에게 남기고 싶은 따뜻한 말이 있습니까?   - 인생사 새옹지마입니다. 다시말해 인생은 어떻게 흘러갈지 아무도 모른다는 말입니다. 현재의 고난과 슬픔이 몇 년 후에 다시 바라보았을 때는 인생에 있어서 꼭 필요한 순간이었다고 느낄 수도 있고, 현재의 성공과 기쁨이 몇 년 후에는 그다지 큰 의미가 없을 수도 있는 것이죠. 어느 정도 미래를 내다 보고 대비하는 습관은 필요하지만 가장 중요한 건 현재입니다. 그 순간에 집중하는 태도가 필요하다고 생각합니다. 저도 아직 방황하고 불안해하는 한 명의 중생에 불과하여 후배 분들에게 감히 이런 조언을 드릴 수 있는 위치가 아니라고 생각하긴 하지만, 현재 여러분들이 보고 느끼고 받아들이는 세계관이 언젠가는 바뀌는 순간이 옵니다. 꼭 정답을 찾으려고 하실 필요는 없어요.   수의사 조영훈 멘토 약력광주과학고등학교 졸업, 연세대학교 시스템생물학과 충북대학교 수의학과야생동물의학 전공 동대학원 충북대학교 동물병원 특수동물 진료수의사

• South Korea Joins ASEAN Disaster Response Drill for the First Time, Showcasing Advanced Capabilities

    The National Fire Agency announced that the Korea Disaster Relief Team (KDRT) officially participated in the 2025 ASEAN Regional Disaster Emergency Response Simulation Exercise, held in Phnom Penh, Cambodia from July 22 to 24. This marked South Korea’s first participation in the ASEAN-led disaster drill, serving as a significant milestone in expanding international cooperation in disaster response.   The ASEAN Regional Disaster Emergency Response Simulation Exercise is a flagship multinational training program, conducted biennially by the ten ASEAN member states. Its purpose is to assess joint disaster response capabilities and strengthen regional collaboration in addressing natural and man-made disasters. ASEAN, founded in August 1967 to promote economic growth, socio-cultural development, and regional peace and stability, includes ten Southeast Asian nations and maintains cooperative relations with key dialogue partners, including South Korea.   South Korea, as ASEAN’s highest-level dialogue partner, joined the 2025 exercise alongside approximately 500 participants from 15 countries, including major partner nations such as the United States, Japan, and the European Union. The simulation, held at Cambodia’s Special Forces Command in Phnom Penh, depicted a complex disaster scenario caused by severe monsoon rains, involving floods, typhoons, and building collapses. The exercise was designed to practice a coordinated multinational response to a fictional disaster-affected country’s request for international assistance.   KDRT dispatched a 17-member team of experts drawn from four South Korean institutions: the National Fire Agency, the Korea International Cooperation Agency (KOICA), the National Medical Center, and the Korea Foundation for International Healthcare. During the exercise, the team engaged in search and rescue operations, on-site emergency medical treatment, and field command post management.   KDRT is South Korea’s national disaster relief team, comprising both public and private sector personnel. It is deployed in response to large-scale disasters abroad to protect Korean nationals and provide humanitarian support to affected countries. The team has proven its operational capabilities on the global stage, notably during its deployment to Türkiye in 2023, where it successfully rescued multiple survivors following a devastating earthquake.   Through this first-time participation, the National Fire Agency shared South Korea’s advanced disaster response systems and field command strategies with ASEAN counterparts, while also testing the effectiveness of multilateral cooperation in real-time scenarios. Officials emphasized that the drill provided a valuable opportunity to deepen international partnerships and verify the interoperability of response systems.   Looking ahead, South Korea plans to reinforce its international disaster response cooperation framework and continue advancing proactive global disaster preparedness through close networks with ASEAN member states and other key partners.   Kim Jae-woon, Director of Rescue Operations at the National Fire Agency and head of the Korean delegation, stated, “The international activities of the Korea Disaster Relief Team go beyond disaster response. They symbolize the strength and credibility of our nation. We will continue to showcase Korea’s disaster response expertise globally by training skilled personnel and actively participating in international disaster exercises.”

• Unexpected Friendships in Cambodia

    In June 2025, the Leaders Times and Angels for Journey visited Cambodia to carry out educational volunteer work for the youths in the Siem Reap region. The program included reading traditional folk tales and introducing new  activities such as Yutnori, Ttakji-chigi, and Gonggi. The Cambodian students showed great interest and participated enthusiastically.   In the joyful and welcoming atmosphere, laughter flowed naturally through the shared time, creating meaningful cultural understanding and exchange. The Cambodian students warmly presented the performing dances and songs they had prepared. They also taught the press members simple words and expressions in Khmer, Cambodia’s language. Despite the language barrier, heartfelt greetings and warm smiles with various activities and games allowed for a deep sense of connection.   The mutual respect and openness to each other fostered genuine empathy and understanding. One studnet participant reflected, “At first, it felt a little awkward, but as time went on, I truly grew fond of them.”   To help more youths express themselves through educational access, which is often taken for granted, Angels for Journey and Leaders Times have further plans for similar volunteer opportunities and cultural exchange programs

• How Arts builds Ahn’s Identity

           The painter Chung Guk Ahn is from Hamgyong Province and he settled in Incheon, South Korea in 2009. His father was first settled in South Korea in elementary school, but they all thought that his father was dead because there was no way to have contact with each other. However, his father helped his son to slip across the border by having a broker. When he first settled in Korea, he had a lot of hard times such as racism by bullying kids. So, he released his stress by using a drawing; it was not just drawing, it was scribbling. The drawing that he draws without any thinking makes his emotions and feelings better. A few years later, he realizes that drawing makes his life better and that is what all he wants to do. He started to find his own painting skills to be different from the other painters. He started with scribbling on the paper because just messing around on the paper is familiar to people which means they can sympathize with the painters. For the topic that he began with was “Who am I”. This leads him to question his existence when identifying his nationality between South Korean and North Korean; he, however, realizes that the nation does not matter at all because we are all the same human being. Finally, he graduated from Hongik University, Seoul Campus. Mostly his paintings are about his childhood experience when he was in North Korea.

• Vice Minister Park Yun-ju Holds Trilateral Talks with U.S. and Japan on Regional Security and Economic Cooperation

    First Vice Minister of Foreign Affairs Park Yun-ju, who is visiting Malaysia to attend ASEAN-related foreign ministers’ meetings, held a trilateral meeting on July 11 with U.S. Secretary of State Marco Rubio and Japanese Foreign Minister Iwaya Takeshi. The foreign ministers of the Republic of Korea, the United States, and Japan discussed the security situation on the Korean Peninsula and in the broader region, as well as ways to strengthen economic cooperation among the three countries.   At the outset of the meeting, Vice Minister Park offered his condolences for the recent flood damage in Texas. He noted that hosting the first ROK-U.S.-Japan foreign ministers’ meeting since taking office reflects the Korean government’s strong commitment to advancing trilateral cooperation under its pragmatic, national interest-based diplomatic approach. He expressed hope that the three countries would continue to solidify their unity and deliver visible, substantive results.   The ministers reaffirmed their shared goal of achieving the complete denuclearization of North Korea and agreed to maintain strong deterrence through close trilateral coordination. They also committed to further expanding ROK-U.S.-Japan security cooperation. Vice Minister Park outlined South Korea’s ongoing efforts to ease inter-Korean tensions and resume dialogue, and emphasized the importance of continued close coordination with both the United States and Japan.   In addition to security issues, the three ministers exchanged views on the regional political landscape and pledged to work together to uphold peace and stability in the Indo-Pacific. They agreed to enhance cooperation in sectors such as energy and shipbuilding and to deepen collaboration in securing stable supply chains—including those involving critical minerals—as well as in key and emerging technologies such as artificial intelligence.   Vice Minister Park also highlighted the recent success of trilateral youth exchanges, including the ROK-U.S.-Japan Tech Leader Fellowship Program held in the United States in June 2025, and the 2nd Future Generation Leaders Summit hosted by Japan in July 2025. The three countries shared the view that such initiatives help build momentum for future-oriented cooperation and reaffirmed the importance of continuing to invest in next-generation engagement.   Concluding the meeting, the ministers agreed to maintain close communication at all levels and to work proactively to ensure the delivery of concrete outcomes through sustained trilateral collaboration.
