• 2024 World Climate Industry EXPO to be Jointly Hosted by South Korea and the International Energy Agency

    The Ministry of Trade, Industry, and Energy of South Korea and the International Energy Agency (IEA) have announced their plans to jointly host the 2024 World Climate Industry Expo. This collaboration reflects a shared understanding of the urgent need for international cooperation in promoting zero-carbon energy solutions such as nuclear power, renewable energy, hydrogen, and carbon capture, storage, and utilization (CCUS) to address the global climate crisis and enhance energy security.  The World Climate Industry Expo, first established last year, integrates 30 domestic energy and environment exhibitions along with investment attraction events. The South Korean government has made efforts to facilitate this joint hosting with the IEA, including sending a letter from the Prime Ministerand holding a meeting with IEA Executive Director Fatih Birol. With the active participation and guidance of the IEA, this year's expo is set to evolve into a truly international event.  The theme for this year's expo is "Opening the Era of Zero-Carbon Energy through Climate Technology," with a focus on discussions about accelerating the transition to sustainable clean energy. The expo is expected to serve as a global platform for advancing the spread of zero-carbon energy technologies and initiatives, following the agreements made at the UN Climate Change Conference last December.  IEA Executive Director Fatih Birol will deliver a keynote speech during the event and present the IEA's analysis of major energy technologies essential for achieving global climate goals. Professor James Bacchus is also set to give a keynote address. Major global companies such as Samsung, Hyundai Motors, Tesla, and Ørsted will showcase the latest and future technologies related to zero-carbon energy.  Lee Ho-hyeon, Director of Energy Policy, stated, "I welcome IEA Executive Director Fatih Birol's decision to co-host the expo for the spread of zero-carbon energy." He added, "We will work with the IEA to elevate the World Climate Industry Expo into a leading international event for addressing the climate crisis." 

• MDCP Holds 9th Operating Committee Meeting

    The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023.  Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024.  Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process.  South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022.  The next MDCP Operating Committee meeting is scheduled to take place in Berlin in June during the Ukraine Recovery Conference.

• ASEAN-ROK Dialogue: Strengthening Partnerships and Addressing Regional Challenges

    The annual Deputy Ministerial Meeting between Korea and ASEAN countries, known as the 'ASEAN-ROK Dialogue,' convened on April 4th to assess the current state of cooperation and discuss future directions. This year marked the 35th anniversary of establishing the ASEAN-ROK dialogue relations, underscoring the significance of the occasion.    The dialogue aimed to establish the Comprehensive Strategic Partnership (CSP), representing the highest level of partnership between Korea and ASEAN. It provided a platform to review the current state of Korean-ASEAN cooperation, exchange views on future development directions, and discuss regional and international situations.    In the opening remarks, Deputy Minister Chung Byung-won emphasized the importance of strengthening relations with ASEAN and the full-scale implementation of the Korean-ASEAN Solidarity Initiative (KASI). He highlighted strategic coordination, digital transformation, and climate change response as key areas for mutual cooperation.    The Deputy Minister elaborated on how the Korean-ASEAN Solidarity Initiative contributes to ASEAN's goal of building three pillars of community by 2025. He emphasized the need to expand cooperation in future industries such as digital technology, electric vehicles, and smart cities to enhance supply chain stability and resilience.    Participants also exchanged views on major regional and international issues, including the situation on the Korean Peninsula, developments in the South China Sea, the issue of Myanmar, the Israel-Hamas conflict, and the war in Ukraine.    ASEAN reaffirmed its support for Korea's North Korea policy, including its ‘Audacious Initiative.’ The dialogue concluded with a renewed commitment to strengthen partnerships and address regional challenges, underscoring the importance of cooperation between Korea and ASEAN in promoting peace, stability, and prosperity in the region.    Overall, the ASEAN-ROK Dialogue provided a valuable opportunity for both sides to deepen cooperation, enhance mutual understanding, and address shared challenges in the years ahead.  

• Convening the 3rd summit for democracy

    On March 18, 2024, the Korean government, alongside the governments of the United Kingdom, Ecuador, and the United States, co-hosted the Third Democracy Summit Ministerial Meeting in Seoul. Focused on the theme of 'AI/Digital Technology and Democracy,' the summit aimed to address the evolving intersection of technological innovation and democratic principles.  The Ministerial Meeting marked the initiation of the Third Democracy Summit, which spanned three days from March 18 to March 20, and drew over 400 participants. Among them were approximately 30 government officials at the ministerial and vice-ministerial level, representatives from diplomatic corps stationed in Korea, as well as individuals from civil society, industry, and academia.  In the welcoming remarks, President Yoon Suk-yeol underscored the pivotal role of democracy in Korea's journey, rooted in universal values such as freedom, human rights, and the rule of law. He expressed Korea's commitment to sharing its democratic development experience with the global community through the Summit.  Foreign Minister Cho Tae-yeol, in his opening speech, highlighted the significance of technological innovation amid global democratic challenges. He emphasized the intertwined nature of artificial intelligence, digital technology, and democracy, acknowledging both the opportunities and challenges.  Throughout the Ministerial Meeting, representatives from participating governments emphasized the imperative for democratic nations to exchange policies and experiences concerning digital technology's impact on democracy. They stressed the need for collaborative efforts to harness the benefits of digital innovation while safeguarding democratic values.   The meeting facilitated comprehensive discussions on the implications of rapidly advancing artificial intelligence and digital technology for future generations' democracy. It served as a platform for fostering international consensus on the responsible use of emerging technologies in alignment with democratic principles.  

• Enhancing International Cooperation for Research on Emerging Infectious Disease Response among Korea, U.S., and Japan

      The Korea Centers for Disease Control and Prevention (KCDC) and the National Institute of Health (NIH), under the leadership of Director Park Hyun-young and Director Jang Hee-chang respectively, have announced the forthcoming 2024 International Conference on Emerging Infectious Diseases in the Pacific Rim (EID). Scheduled to take place from March 5th to 8th, the event will span four days and will be hosted at the Grand Hyatt Incheon Hotel.    This collaborative effort is spearheaded by the National Institute of Allergy and Infectious Diseases (NIAID) of the United States, in partnership with the Japan Agency for Medical Research and Development (AMED) and the Korea National Institute of Infectious Diseases (NIID). Additionally, the International Vaccine Institute (IVI) will participate as a partner institution.   The conference will commence with welcoming remarks from Director General Ji Young-mi of the KCDC, Dr. Diane Griffin, a Professor at the Johns Hopkins Bloomberg School of Public Health, and Dr. Hiroshi Kiyono from Chiba University. The overarching theme of the conference will revolve around "Rapid Emergence of Pathogens Due to Climate Change and Pandemic Preparedness."    As an integral part of the event, the NIID will organize the 2nd International Symposium for Infectious Diseases Research Institutes Cooperation (IDRIC) on March 8th, aimed at bolstering collaboration among domestic and international research institutions.    Under the theme "Current Status and Rapid Development Strategies for Vaccine and Therapeutics Development against Pandemic Preparedness," IDRIC will feature discussions focusing on the development of vaccines and treatments in response to the "Government-wide Mid-to-Long-Term Plan for Preparedness against Emerging Infectious Diseases."    Director Jang Hee-chang of the NIID expressed, "We plan to enhance close cooperation with domestic and international institutions and companies by developing treatments and vaccines for emerging infectious diseases in cooperation with the United States, Japan, and others, and upgrading infrastructure, such as establishing a national advanced vaccine development center."    

• Deputy Minister Im Sang-joon Represents South Korea at 6th United Nations Environment Assembly

  The Ministry of Environment has announced that Deputy Minister Im Sang-joon participated in the '6th United Nations Environment Assembly' held in Nairobi, Kenya, from February 29th to March 1st. He represented the South Korean government, engaging in discussions aimed at enhancing multilateral cooperation to tackle global environmental crises.  The United Nations Environment Assembly, convened biennially in Nairobi, Kenya, serves as a platform where ministers and deputy ministers from UN member countries convene to deliberate on the United Nations Environment Programme's (UNEP) work plans, budgets, and adopt resolutions and declarations, making it the highest-level environmental conference.  The focus of the 6th United Nations Environment Assembly centered on "Effective, Comprehensive, and Sustainable Multilateral Action for Climate Change, Loss of Biodiversity, and Environmental Pollution (including air and plastic pollution)." Representatives from over 190 countries attended, including Inger Andersen, the Executive Director of the United Nations Environment Programme, as well as representatives from civil society and non-governmental organizations.  Deputy Minister Im Sang-joon emphasized concrete measures to address environmental crises through national statements. He underscored South Korea's role as a 'green ladder' to effectively deliver resources to developing countries in combatting climate change. Furthermore, he urged UN member countries to expedite the conclusion of the plastic agreement within the year to tackle the plastic crisis.  Moreover, South Korea contributed to the adoption of a resolution proposed by the United States to enhance global air quality by participating as a co-sponsor. This contribution underscores the nation's commitment to multinational efforts aimed at addressing air pollution.   Deputy Ministerstated, "We must act to become the change we envision," and added, "South Korea will continue to play a central role as a pivotal country leading global changes to address climate change, loss of biodiversity, and air and plastic pollution."

    Q. 계명대학교 의예과는? A. 계명대학교 의과대학은 1899년 북장로교 의료선교사 존슨(Woodbridge O.Jonson)에 의해 설립된 제중원이 모태가 되어 영남권 초기 서양의술을 시작한 역사를 가지고 있습니다.  1978년 종합대학 '계명대학교'로 승격한 이후 1980년 동산기독병원과 통합하여 의과대학을 신설하여 지금에 이르고 있습니다. 2010년 계명대학교 성서캠퍼스로 이전 하였고 대구 지하철 2호선 강창역 근처에 학과 건물이 위치해 있습니다. 의과대학 건물과 계명대학교 동산병원이 연결되어 있어 본과 3학년 때부터 시작되는 실습 수업은 동산병원에서 진행하게 됩니다.   Q. 졸업 후의 진로는 어떻게 나뉘는 편입니까? A. 제가 입학한 지는 시간이 꽤 지나 현재의 입시와는 다소 거리가 있을지 모르나, 제가 후배님들께 드리고 싶은 말씀은 ‘현재에 집중하라’입니다. 누가‘고3은 공부를 가장 많이 하는 시기가 아니라, 공부에 대한 걱정을 가장 많이 하는 시기다’라고 하더라고요. 수험생 기간이 길고 힘드실 것 압니다. 까마득한 미래를 떠올리면 불안해지는 게 당연하므로, 오늘 내가 당장 할 수 있는 것에 집중하시면 좋겠습니다. 달리기에 비유하면 마라톤을 종점까지 내리 달리는 건 힘들지만, 짧은 스퍼트를 주기적으로 내는 게 더 효율적일 수 있다는 뜻입니다. 수능이 가까워질수록 그 스퍼트를 조금씩 더 자주, 더 길게 내면 좋겠죠. 저는 아주 특별한 사람들만이 의과대학에 간다고 생각하지 않습니다. 공부도 재능이라고들 하지만, 저는 그 노력과 끈기가 더 주요하다고 생각합니다. 그리고 그건 마음먹기에 따라 정말 누구나 할 수 있어요.   Q. 미래의 후배들에게 하고 싶은 말이 있습니까?       Q. 연세대학교   화학과는? A. 물, 소금, 설탕, 다이아몬드, 나무, 유리, 플라스틱, 비닐 등등 우리 주변의 물질들은 무엇으로 이루어져 있으며 어떻게 만들어졌을까요? 화학이란 세상을 이루고 있는 다양한 물질들의 구조, 그러한 물질들이 갖는 성질, 그들 사이의 반응과 변화를 다루는 학문으로, 화학과는 화학이라는 분야를 깊게 학습하는 학과입니다. 물질을 이루는 기본 성분인 ‘원소’들 사이의 결합을 통해 수많은 물질이 만들어지고 서로 다른 물질이 만나 새로운 물질로 바뀐다는 사실을 화학의 4대 분야(유기화학, 무기화학, 물리화학, 분석화학)에 걸쳐서 공부한다고 생각하시면 됩니다.   Q. 졸업 후의 진로는 어떻게 나뉘는 편입니까? A. 연세대학교 화학과에는 사진 찍을 때 대표적인 포즈가 하나 있습니다. 바로 벤젠 포즈인데요, 벤젠(C₆H₆)은 화학과에서 아주 중요하게 배우는 물질 중 하나로, 1군 발암 물질이라 아주 위험하지만 우리 주변의 수많을 물질을 만들기 위한 기본 재료로 사용됩니다. 이러한 벤젠의 생김새가 정육각형의 고리 모양(⌬)이기 때문에 화학과 학생들은 사진을 찍을 때 양손을 주먹 쥔 채로 검지와 소지만 펴 양손의 손가락을 서로 닿게 하여 육각형을 만드는 포즈를 취합니다. 얼마나 유명하냐구요? 무려 작년 5월, 연세대학교 축제 아카라카에서 아이브(IVE)가 따라한 포즈라구요!   Q. 입학을 위해 준비해두면 좋은 것이 있습니까? 본인만의 입시 팁을 주자면? A. 화학과는 궁금증 많고 꼼꼼한 사람들에게 적합한 과인 듯싶습니다. 화학과에 오기 위해서 반드시 준비해야만 하는 것이 있거나 하지는 않지만, 단순히 고등학생 때 과학탐구 과목 중에 그나마 화학이 가장 괜찮았다고 화학과를 선택하는 것은 안 됩니다! 학교 공부를 넘어 화학 자체에 대한 호기심과 관심이 어느 정도 있어야 하며, 이러한 관심을 강연 청강, 독서, 검색 등을 통해 지식으로 변환하여 쌓아두어야 합니다. 많은 학생들이 “저 화학 좋아해요”, “이런 분야 신기해서 관심 있어요”라는 말은 하고 다니면서 정작 내용을 검색해봤다거나 찾아서 알게 되었다는 학생은 거의 없습니다. 관심에서 멈추지 않고 스스로 심화된 지식을 탐구하려고 해야 합니다. 그게 자연과학을 하려는 학생에게 가장 필요한 능력이고, 학생부종합전형을 정복할 수 있는 길입니다.   Q. 미래의 후배들에게 하고 싶은 말이 있습니까? A. 공부... 하기 싫죠? 사칙연산만 할 줄 알아도 사는 데 지장 없는데 수학을 뭘 이리 어려운 걸 배우나 싶고, 한국에서만 살 건데 영어 공부도 왜 해야 하는지 모르겠고... 저도 여러분과 같은 불평불만으로 중고등학생 시절을 보냈습니다. 그리고 성인이 된 지금에서야 그 공부의 뜻을 알아가는 것 같아요. 국어에서는 논리력을, 수학에서는 사고력을, 영어에서는 이해력을 가르치려는 목적이었구나 하고요. 지금 무엇을 하고 있는지, 왜 해야 하는지 모르겠다면 그 이유를 알게 될 때까지, 혹은 본인은 할 필요가 없다는 것을 깨달을 때까지는 일단 묵묵히 밀고 나가는 것이 중요합니다. 경험이 최고의 파트너입니다. (공부도, 게임도, 운동도, 삶도, 다 하다 보면 알게 돼요 여러분)  인생에서 가장 재밌고 행복하고 걱정 없을 시기를 핸드폰만 보며 무의미하게 날리지 마세요. 많은 어른들이 중고등학생 때를 그리워하죠? 시험기간에 조금 더 빠짝 공부할 걸, 놀 때 그냥 눈치 보지 말고 친구들이랑 신나게 놀 걸, 그때 뭐 할 걸, 그날 뭐 하지 말 걸 등등 아직까지도 생각나고 아쉬운 것이 잔뜩 있습니다. 공부도, 노는 것도, 여러분들이 먼 훗날 돌이켜 보았을 때 ‘그 순간을 후회하지 않을 만큼’ 하세요. 순간의 작은 선택이 인생을 바꿉니다.

• 농식품 해외 ‘안테나숍’, 케이-푸드(K-Food) 수출 영토 확대에 앞장서!

  해외 안테나숍 [리더스타임즈] 농림축산식품부는 올해 케이-푸드(K-Food) 100억불을 달성하고 중남미, 중동, 인도 등 신시장으로 수출 영토를 확대하기 위해 25개국 28개소에서 한국 농식품 ‘안테나숍’을 운영할 계획이다. 안테나숍은 한국 농식품의 인지도가 낮은 신규시장에 케이-푸드(K-Food) 전문 판매장을 운영하여 새로운 유통망을 개척하고 현지 소비자에게 우리 농식품의 인지도를 제고하기 위해 추진하는 사업이다. 안테나숍은 한국 농식품 전반을 취급하는 일반 안테나숍과 한국 신선 농산물을 전문으로 취급하는 케이-프레쉬 존(K-Fresh Zone, KFZ)으로 구성되어 있다. 일반 안테나숍은 2013년 처음으로 운영을 시작하였으며, 유럽, 중남미 등 한국 농식품 진출이 미미한 시장을 중심으로 신규 유통망을 개척해 오고 있다. 특히, 중남미 페루의 안테나숍은 연간 200만명 이상이 방문하는 세계적인 관광지 마추픽추로 가는 길목에 있어, 페루 소비자뿐만 아니라 전세계에서 온 관광객을 대상으로 케이-푸드(K-Food)를 홍보하고 있다. 이외에도 프랑스 대표 관광 도시 ‘니스’의 까르푸(Carrefour) 내 숍인숍, 영국 축구의 성지 ‘리버풀’ 중앙역 앞 등 유동인구가 많은 위치에 안테나숍을 운영하여 효과적으로 한국 농식품을 알리고 있다. 한편, 케이-프레쉬 존(K-Fresh Zone, KFZ)은 2017년 싱가포르를 시작으로 태국, 베트남 등으로 한국 신선 농산물 전문 유통망을 확대해 오고 있다. 특히, 2023년에는 아랍에미리트(UAE) 샤르자 지역에 케이-프레쉬 존(KFZ)을 최초로 개소하여 동남아 국가 위주로 집중되어 있던 신선 농산물 수출 시장을 다변화하고 있다. 올해는「케이-푸드 플러스(K-Food+) 수출 혁신 전략(’24.2)」에 따라 시장규모와 잠재력이 큰 3대 신시장(중동·중남미·인도)을 공략하고 수출을 확대하기 위해 안테나숍 총 28개소(계획) 중 12개소(중남미 5, 중동 4, 인도 3)를 신시장에서 운영할 계획이다. 농식품부 양주필 식품산업정책관은 “해외 안테나숍은 신규 수출시장의 유통망 개척부터 케이-푸드(K-Food) 홍보, 신규 바이어 발굴까지 다양한 역할을 하고 있다”라며, “안테나숍 이외에도 국제식품박람회 참가, 바이어초청 수출상담회 등 다양한 지원사업을 통해 3대 신시장을 개척하여 수출 영토를 확대해 나가기 위해 최선을 다하겠다”라고 말했다.

• Streptococcal Toxic Shock Syndrome (STSS): All You Need to Know

        [Leaders Times] Streptococcal Toxic Shock Syndrome (STSS)      ∨ Invasive infection by Group A strep bacteria can cause STSS when they spread into the body.      ∨ According to the Centers for Disease Control and Prevention (CDC), the mortality rate for STSS is around 30~70%.     ∨ Recommend medical care to high-risk groups (adults 65 years old or older, diabetic patients, etc.) if they have possible symptoms, such as fever, rash, hypotension, etc.      ∨ Infection prevention (washing hands and cough etiquette) is essential.    ㆍ High-risk groups:    - Adults 65 years old or older     - Diabetic patient     - Case that injury caused by recent surgery     - Viral infection, which can occur in exposed wounds (Varicella)     - Alcoholism   ㆍPossible symptoms:     - High fever and Rash    - Hypotension (Low blood pressure)     - Tachypnea (Rapid breathing) and Dyspnea (Shortness of breath)     - Muscle aches    - Surgical site infections     - Edema      Symptoms, route of infections, and treatments   ㆍSign and symptoms:     - Early signs and symptoms: mild symptoms, such as sore throat, like influenza (flu) in the early      - STSS can develop into high fever, rash, Hypotension, Dyspnea, Necrotizing fasciitis, and multiple organ dysfunction syndrome       · Route of infection:    - Infection through mucous membrane and the part of wound     - Coughs and sneezes (respiratory droplets) spread viral infection.          · Treatment and vaccine:    - There are no vaccines for STSS    - Quick treatment at a medical facility is necessary when possible symptoms* come out     * High fever, Rash, Hypotension, Muscle aches, Surgical site infections, Edema, etc.      Prevent STSS  · Practice cough etiquette · Wash hands often   · Do not touch your eyes, nose, and mouth with unwashed hands  · Clean and cover wounds with a clean bandage  · See a doctor when possible symptoms occur  * (Suspicious symptoms) High fever, Rash, Hypotension, Muscle aches, Surgical site infections, Edema, etc.  · Recommendation of vaccination for Varicella and Influenza   *  Risk infections of Group A strep bacteria can increase because of infection of Varicella and Influenza           ※ Streptococcal Toxic Shock Syndrome (STSS) is not defined as a legal infectious disease in Korea, but a medical facility operates sentinel surveillance through △ Epidemiological surveillance for patients with scarlet fever and △ Monitors acute respiratory infections (AirNet)!

        [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

• President Yoon Suk Yeol hosted 75th Armed Forces Day celebration

      President Yoon Suk Yeol hosted the 75th Armed Forces Day celebrations at Seoul Airport andGwanghwamun area on Sep. 26. The characteristics of the Armed Forces Day event are as follows.    First, after 10 years since 2013, large-scale ceremonies and marches were held to show off the strong prowess of the Armed Forces. For the first time among the previous presidents, the president participated in the city march with the public, soldiers, and invited guests, making the Armed Forces Day event a place of communication with the people.    Second, on the occasion of the 70th anniversary of the Korea-U.S. alliance, the largest U.S. Forces Korea ever participated, showing the solidity of the ROK-U.S. joint defense posture. In the aerial split, U.S. Air Forces participated to protect the airspace of the Korean Peninsula.Moreover, more than 300 U.S. combat troops from South Korea participated in the afternoon march to declare the solidity of thealliance.    Third, through the exhibition of the latest development equipment and large-scale air division, the Korean military showed off its prowess as a strong force in the world. The latest domestic development equipment such as Long-distance Surface-to-Air Missile (L-SAM), the core of the Korean three-axis system, and Korea's next-generation Light Armed Helicopter (LAH) participated, giving a glimpse of the development of the Korean Armed Forces based on advanced science and technology and the status of South Korea as one of the world's four largest defense exporters.    This year's march was held for the first time in history as a "March with the People" in which the president marched from the statue of King Sejong, along with the ordinary people, Korean soldiers, and invited guests. At the end of the event, the president sent endless confidence in the military as commander-in-chief and asked the people to show their full interest and support for our military.

• President Yoon Suk Yeol delivered keynote speech at 78th U.N. General Assembly

      President Yoon Suk Yeol delivered a keynote speech at the plenary session of the United Nations General Assembly on September 20.    At a general discussion at the U.N. General Assembly held under the theme of "Restoring Trust and Reigning Global Solidarity," President Yoon expressed his willingness to contribute actively to resolve challenges including global gaps.   President Yoon pointed out that the gap between countries is widening amid a complex crisis such as the division of values and ideologies caused by the war in Ukraine,the contraction of the global economy and the escalation of the food and energy crisis. In particular, the president raised three global gaps, which are the development gap, climate gap, and digital gap, suggesting support directions to mitigate the disparity.    First of all, President Yoon stressed that countries with financial resources and technological capabilities should play a responsible role in bridging the development gap. Despite this year's tight fiscal stance, President emphasized that he has expanded the size of the official development aid (ODA) government budget by more than 40 percent next year. With the expanded ODA, Korea will promote customized development cooperation for recipient countries.    With extreme climates such as heatwaves, heavy rains, and typhoons becoming a daily occurrence in relation to the climate gap, the Green ODA will be expanded by donating an additional $300 million to the Green Climate Fund (GCF) to help climate-vulnerable countries reduce carbon emissions. In particular, the Korean government would widely utilize and share Carbon-Free Energy (CFE) such as nuclear power plants and hydrogen as well as renewable energy as a realistic alternative to achieving carbon neutrality goals.   President Yoon noted that Korea will play a responsible role in protecting international peace and security as a non-permanent member of the Security Council for 2024-2025. In accordance with the pledge of the 'Ukraine Peace Solidarity Initiative', Koreawill implement comprehensive support programs such as security, humanitarian and reconstruction for Ukraine. It reiterated its intention to donate $300 million next year and prepare a long-term support package of more than $2 billion.    President Yoon has attended the U.N. General Assembly for the second consecutive year, strengthening the international community's support base for our foreign policy.

(사진설명: 간디만델라 재단 나무심기운동 행사 시작전에 미리 델리 대학 내의 스리 벤카테슈와르 학부 학과장을 맡고 있는 찬드라마니 씽 (K.Chandramani Singh) 학과장, 스완 씽 (Swarn Singh)교수, 쉬웨타샤마 (Shweta Sharma) 교수와 앞으로 한-인도 간에 보다 활발한 대학생들 교류에 대한 간담회 시간을 가졌다) 한편 간디 만델라 재단(Gandhi Mandela Foundation)은 전 세계적으로 평화, 비폭력, 개인의 자유, 시민의 자유 및 인권, 문화, 사회복지를 증진하는 인도 정부 출자 재단 단체이다. 간디 만델라 재단은 뉴델리에 위치하고 있으며 미국, 아프리카, 러시아, 런던, 스위스, 중국, 네팔, 방글라데시 등 전 세계적으로도 활발히 활동을 하고 있다. 또한 간디 만델라 재단은 마하트마 간디와 넬슨 만델라의 유산을 계승한 사람들을 기념하기 위해 2019년 간디 탄생 150주년을 맞아 간디 만델라 상을 제정했으며, 재단의 감사 위원들로는 3개국 (인도, 네팔, 방글라데시)의 전직 대법원장들이 포함되어 있다. 간디 만델라 재단에서는 매년 마하트마 간디와 넬슨 만델라의 유산을 계승한 사람에게 간디 만델라 상을 수여하며, 아시아·아프리카의 국가 정상들과 주요 국제 인사들이 후보를 지명한다. 특히 2022년에는 처음으로 간디 만델라 평화상을 달라이라마에게 수여하기도 했다. 세계 평화를 위해선 비폭력과 인간에 대한 연민의 가치가 필수이며, 이런 원칙이 수천년간 인도에서도 뿌리를 내려왔다. 또한 어떤 문제도 전쟁이 아닌 대화와 평화로만 해결 가능하며, 비폭력과 평화, 연민이 존재를 이끄는 힘이어야만 한다는 점에서, 특히 러시아와 우크라이나의 전쟁을 전세계가 주목하고 있는 올해 이러한 마하트마 간디의 비폭력 사상은 전세계적으로도 더욱더 고무적이라고 할수 있다. 제나 정 (Zena Chung) 한-인도 비즈니스 문화진흥원 이사장은 또한 전세계 은퇴한 전직 외교관들이 은퇴후에도 그들이 해외 여러나라들에서의 중요한 인맥과 경험들을 미래 세대들을 위해서 보다 나은 평화롭고 아름다운 세계를 만들기 위해서 기여하자는 취지에서 글로벌 외교관포럼 (Global Diplomats Forum)의 이사장을 또한 맡고 있다.

• The constant rise of Russian crude oil export

    Despite Western sanctions against Russia over the war in Ukraine, Russian oil exports continue to rise.    The EU, G7 and Australia introduced a price cap of $60 per barrel for Russian crude oil in December last year, pushing to curb war financing through Russian crude oil exports.    However, Russian crude oil exports rose 50%this spring due to rising crude oil prices and a reduction in Russian crude oil discount rates.    In August, Russian crude oil exports via sea transport were mostly shipped without Western insurance. (The crude oil price cap is implemented in the form of restrictions on transportation and insurance services)    Russia plans to neutralize Western sanctions by finding new export destinations, such as recently starting exports of CPC Blend crude oil to the United Arab Emirates (UAE).    According to Russia's policy to diversify oil export lines, Russia's largest crude oil importers are currently China, India, and Turkey, and exports to Brazil, Sri Lanka, and Pakistan have also increased.    Meanwhile, the crude oil recently exported to the United Arab Emirates is CPC Blend crude oil, which was produced in Kazakhstan and supplied to the international market through the Russian Black Sea port. The UAE has not joined sanctions against Russia.    The U.S. Office of Foreign Assets Control (OFAC) pointed out that CPC blends are not subject to sanctions if they are originally from Kazakhstan. It is crucial for importers to check a certificate of origin.    According to some crude oil market officials, some crude oil exported from Russia is sometimes turned from Russian crude oil to Kazakhstan's origin.

• President Macron announces France's 'green transition package'

    French President Macron announced the so-called ’green transition package’ on the 25th, which includes a series of measures to halve France's greenhouse gas emissions by 2030.    President Macron emphasized that France's eco-friendly transition should not be an unreasonable obligation, suggesting that a series of measures in the package were designed as an incentive method.    With the U.K.'s recent retreat for its climate change response goals ahead of the election and Germany expressing skepticism about the EU's environmental legislation plan, President Macron expressed his willingness to respond to climate change through the package without presupposing the burden on citizens.    The government plans to add 7 billion euros to next year's budget to cope with climate change. 2.2 billion euros will be provided to enhance building energy efficiency, 1.8 billion euros to develop advanced energy technologies such as hydrogen and biomass, and 1.4 billion euros to develop farms and forests.    President Macron recently mentioned that France's 50 largest greenhouse gas emitters promised to reduce greenhouse gas emissions by 45% on the condition of financial support, and plans to close two remaining coal plants in 2027. (The second coal plant was scheduled to close in 2022, but it was extended due to the energy crisis.)   However, thereis skepticism about whether France, which belongs to theEU joint electricity market, will be able to regain control ofelectricityprices within the year independently.       Meanwhile, the package mainly focuses on emissions reduction targets and clean technology industry production targets. The French government will announce biodiversity strategies and specific plans in October and December, respectively.

• Three countries including Poland announce ban on Ukraine's grain imports

      Poland, Hungary and Slovakia have announced the introduction of a ban on Ukrainian grain imports.    The EU Commission has announced that it will not extend temporary import restrictions on Ukrainian grain from five countries: Poland, Hungary, Slovakia, Romania and Bulgaria.    The measure was agreed by the EU Commission and five Middle Eastern European countries, including Poland, earlier this year.It was introduced to temporarily ban imports to prevent the inflow of cheap grain from Ukraine, resulting in market disruptions and damaging farms.    Poland has expressed opposition to the decision which refusesthe extension, announcing a ban on imports of Ukrainian wheat and corn to protect the interests of Polish farmers.   In particular, wind power, which has been called a success story in Europe, faces various challenges.EU plans to propose a "European Wind Power Package" bill that will support rapid permits, improvement of power auction systems, manpower, financing, and stable supply chains.    Meanwhile, the Ukrainian government plans to file a complaint with the WTO against three countries, Poland, Hungary and Slovakia.Ukrainealready imposed retaliatory measures on some Polish agricultural products.    TarasKachka, head of Ukraine's trade representative, pointed out that the public backlash against the EU from Poland, Hungary and Slovakia could cause the biggest structural concerns regarding the EU's international trust as a partner representing all member states.    In particular, since Poland's import restrictions have the greatest impact on Ukrainian farmers, the government plans to ban the import of Polish agricultural products such as fruits and vegetables unless Poland withdraws the measures.    Regarding the claims that they protect farmers from falling prices due to the influx of low-cost Ukrainian grains, Ukraine criticized that grain prices are determined at a global level.

• PresidentYoon Suk Yeol had a meeting with U.N. Secretary General António Guterres

    President Yoon Suk Yeol, who is visiting New York to attend the 78th high-level session of the U.N. General Assembly, met with U.N. Secretary-General António Guterresat the U.N.on September 19.They exchanged views on Korea-U.N. cooperation, Korean Peninsula issues and the war in Ukraine.    President Yoon emphasized the importance of global solidarity centered on the United Nations in today's era of complex crises and expressed his willingness to play a responsible role considering our international status. In particular, Korea expressed its eagerness to actively contribute to the promotion of peace in the international community as a non-permanent member of the Security Council for the term 2024-25. Moreover, President Yoonrevealed our contribution to establishing peace in Ukraine, the biggest global issue.    Meanwhile, President Yoon said he expects to continue working with the United Nations to prevent North Korea's provocations and to substantially improve the human rights situation in North Korea.    Secretary-General Guterres expressed his gratitude for the Korean government's activities and contributions to the United Nations.He expects to communicate more closely to resolve major international issues during the period of Korea's non-permanentmember for the Security Council. In addition, Secretary-Generalreaffirmed his commitment to cooperation in denuclearizingand improving human rights in North Korea.    This was the third meeting between President Yoon and the Secretary-General.The meeting is believed to have served as an opportunity to strengthen cooperation between the two sides on North Korea and global issues as well as the cooperative relationship between South Korea and the United Nations.
