  • How is the blossoming season predicted in spring?
[Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

  • Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,
I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. With Leaderstimes and Global Leaders Club, I seek to continue my multicultural, philanthropy and expand Angel for Kor-Fils’s Journey to more households in need. As we’ve already expanded into Cambodia, I hope Global Leaders Club members will join in our support for the underprivileged.

  • The Ministry of Foreign Affairs requests IAEA and CTBTO to play an active role in addressing the North Korean nuclear issue
Lee Joon-il, head of the Foreign Ministry's North Korean nuclear diplomacy planning team, visited Vienna, Austria, to discuss North Korean nuclear issues, including the recent situation on the Korean peninsula with the International Atomic Energy Agency (IAEA) and the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO).    In a meeting with IAEA Deputy Secretary-General Massimo Aparo on Thursday, Lee said North Korea has continued illegal nuclear activities and missile provocations. He also highlighted the nuclear threat to South Korea by stipulating the Nuclear Forces Act, including the pre-emptive nuclear use doctrine in the Constitution. Lee called on the IAEA to continue to play an active role in a united international response, as the North Korean nuclear issue is one of the most significant threats to the non-proliferation regime as well as international peace and stability.     Deputy Secretary-General Aparo expressed serious concern about North Korea's nuclear activities, saying the IAEA is closely monitoring North Korea's nuclear activities and maintaining readiness for verification. As stated in the IAEA's annual secretary-general's report released in August, Aparo urged North Korea to comply with the Security Council's resolutions and cooperate with the IAEA in implementing the safety measures agreement.    On the morning of October 6, Lee visited Robert Floyd, secretary-general of the CTBTO. While outlining South Korea's efforts to deter North Korea's provocations and complete denuclearization, Lee said that if North Korea, the only country in the world to conduct a nuclear test in the 21st century, proceeds with another nuclear test despite repeated warnings from the international community. It will also pose a major challenge to the CTBTO, the only international organization aimed at preventing a nuclear test.    Lee evaluated that the CTBTO is interested in the North Korean nuclear issue and continues to monitor related trends. He urged the international community to take the lead in responding quickly to North Korea's actual nuclear test and creating public opinion of condemnation.Secretary-General Floyd said the CTBTO maintains a 24-hour monitoring system for North Korea's nuclear test sites in close cooperation with the international community, including South Korea. He also called upon North Korea to refrain from conducting further nuclear tests.

  • Conference for London convention and protocol
The 45th Conference of the Parties to the London Convention and the 18th London Protocol took place at the IMO headquarters in the UK from October 2 to 6. Korean government delegation comprising the Ministry of Oceans and Fisheries and the Ministry of Foreign Affairs participated in the conference and actively voiced Korea's stance on the key issues discussed during the event.    The London Convention and Protocol are international agreements established to prevent marine pollution by prohibiting the marine dumping of waste. Korea became a party to these agreements in 1993 and 2009, respectively. The annual Conference of the Parties assesses whether member states are adhering to waste disposal regulations outlined in the Convention.    During the conference, the Korean government presented information about its current CCS (Carbon Capture and Storage) project and emphasized the need for future guidelines on CO2 import and export. They also pledged support for the UN Plastic Convention, aimed at reducing marine microplastics, and sought attention and backing for the Intergovernmental Conference (INC-5) scheduled to be held in Korea the following year. Additionally, Korea introduced the London Protocol Human Resources Development Program (LPEM), which has been in effect since 2018, and requested interest and talent recommendations from various countries.    Regarding the contaminated water issue stemming from the Fukushima nuclear power plant, it was stressed that all parties have a collective responsibility to safeguard the marine environment. The Korean delegation requested that all information pertaining to the discharge process of contaminated water from the Fukushima nuclear power plant be transparently disclosed and that the treatment of this water should adhere to marine environment protection standards.    In response, the International Atomic Energy Agency (IAEA) delegation shared relevant information at the conference, including details on the monitoring of contaminated water from nuclear power plants at the IAEA level and the results of their analysis.     Lee Soo-ho, the Maritime Affairs and Fisheries Officer at the International Maritime Organization (IMO) and a representative from the British Embassy in the United Kingdom, who attended the general meeting of the parties, stated, "Our government actively engaged in international discussions on various marine environmental topics. We remain committed to international efforts aimed at protecting the marine environment."

  • EU Environment Ministers agree to reduce CO2 Emissions for large vehicles
In February, the EU Commission proposed amendments mandating a 45% reduction in CO2 emissions by 2030 for new large trucks and buses compared to 2019. It also set more ambitious targets of 65% for 2035 and 90% for 2040.    The EU Council accepted the Commission's proposed CO2 reduction targets. However, they decided to delay the 100% CO2 reduction goal for city buses to 2035 instead of the initially suggested 2030, and established an interim target of an 85% reduction by 2030.    This decision takes into consideration the investments already made in biogas-operated city buses in certain provincial cities within member countries, including France, the Czech Republic, and Romania.     Additionally, the EU Commission plans to propose related amendments by 2027, following an analysis of the law's effects, impacts, and potential improvements. They will also release an analysis report on the rechargingissuesfaced by hydrogen and electric trucks operating within and outside the EU, especially in response to Poland's request.    The introduction of the Carbon Correction Factor (CCF), a pivotal element in the amendment, was finally rejected.    Italy proposed deducting the proportion of biofuels and synthetic fuels from carbon emissions calculations through the introduction of carbon adjustment coefficients. This proposal gained support from the Czech Republic, Slovakia, and Poland.    Conversely, several member countries, including Germany, Denmark, and Sweden, opposed the introduction of CCF, arguing that it undermines the purpose of the amendment. Large vehicle industries, such as Volvo, also expressed opposition to this introduction.    Ultimately, the board of directors reached a compromise, agreeing to reevaluate how the CCF could contribute to the carbon neutralization of large vehicles when reassessing the bill in 2027.    Meanwhile, the European Parliament will confirm its positionon October 24.

  • India-Israel Trade Faces Suspension Amidst Israel-Hamas Conflict
[Leaders Times] In 2017, India strengthened its strategic partnership with Israel and voiced support for Israel in its fight against terrorism, particularly in response to the actions of Hamas.    Recently, the Palestinian militant group, Hamas, launched a major military attack against Israel on the 7th, resulting in a substantial loss of life on both sides. This has raised concerns globally about the humanitarian crisis unfolding in the region.    Experts have warned that if the conflict between Israel and Hamas escalates, trade between India and Israel could be suspended, which would have a significant impact on various industries.     Trade between India and Israel reached $10.77 billion during the 2022-23 fiscal year, with $8.45 billion in exports and $2.32 billion in imports. India held a trade surplus of $6.13 billion, and Israel stood as India's 32nd largest trading partner. India has also made substantial investments in Israel, with accumulated foreign direct investment totaling $380 million from April 2000 to May 2023.    The Israel-Hamas crisis has led to fluctuations in international oil prices, and as India increases energy imports for its economic revival policies, the current account deficit is expected to rise. While it's noted that the likelihood of a significant increase in oil prices is limited due to most OPEC members not supporting Hamas, if the conflict continues, it could adversely affect the overall economy, including inflation and exchange rates.    This incident is expected to disrupt the U.S. Middle East Détente plan, which aims to promote reconciliation between Israel and the main Islamic bloc led by Saudi Arabia.    Moreover, the implementation of the India-Middle East-Europe Economic Corridor (IMEEC), agreed upon at the G20 summit in New Delhi last month as part of the Middle East's plan, faces challenges at present.    Some believe that the U.S.-biased Middle East reconciliation strategy has put the Palestinians in a difficult position.      China is advocating for diplomatic mediation to recognize Palestine as an independent state and discussed the Middle East situation with Russia at the Belt and Road Forum for International Cooperation to strengthen its position.

  • Poland and Two Other Countries Impose Ban on Grain Imports from Ukraine
[Leaders Times] The European Commission (EC) has declared that it will not extend the temporary import restrictions on Ukrainian grains, which were initially agreed upon by Poland, Hungary, Slovakia, Romania, and Bulgaria earlier this year. These measures were introduced to prevent the influx of cheap Ukrainian grains, which could disrupt the market and harm domestic farmers. However, Poland, Hungary, and Slovakia have announced a ban on the exclusive import of grain from Ukraine.    Hungary, believing that the EC has ignored the challenges facing European agriculture, has taken unilateral action to prohibit the import of 24 agricultural products from Ukraine, including grains, sunflower seeds, some meats, honey, and eggs. Poland also opposes the decision of the EC not to extend the restrictions and has announced a ban on the import of Ukrainian wheat, maize, and other products to protect the interests of its own farmers. Likewise, Slovakia has imposed restrictions on the import of four grain products from Ukraine, including wheat, maize, and sunflower seeds, to prevent excessive pressure on the local agricultural market and maintain a fair marketplace for farmers.    Meanwhile, the Ukrainian government filed a complaint to the World Trade Organization (WTO) against three countries, Poland, Hungary and Slovakia, and impose retaliatory measures on some Polish agricultural products. The three states will be sued based on the WTO agreement, not the EU-Ukraine bilateral agreement, in order to file a complaint with the international community about how some member states behave toward the EU and its EU trading partners. Furthermore, since Poland's import restrictions have the greatest impact on Ukrainian farmers, it plans to ban the import of Polish agricultural products such as fruits and vegetables unless Poland withdraws the measures.     TarasKachka, Deputy Minister of Economy and Trade Representative of Ukraine, noted that public opposition to the EU from Poland, Hungary and Slovakia could raise the biggest structural concerns regarding the EU's international trust as a partner representing all member states.Regarding Poland and others' claims that it protects farmers from falling prices due to the influx of low-cost grain from Ukraine, he criticized that grain prices are determined at a global level, and that Poland's measures have little impact on the price of its agricultural products and will not be of much help to farmers.

  • The EU Commission to Review Subsidies for Chinese Wind Turbine Manufacturers
[Leaders Times] The EU Commission is contemplating the launch of an investigation into subsidies provided to Chinese wind turbine manufacturers, following its previous inquiry into Chinese electric vehicle subsidies.    Last week, the European Commissioner for Justice Didier Reynders hinted at a potential probe into subsidies for Chinese wind components. He pointed out that any Chinese government subsidies to the wind industry should be examined, much like the investigation into electric vehicle subsidies.    The European Commissioner for Energy Kadri Simpson also weighed in on the matter on the 9th (Monday), expressing the desire to avoid trade conflicts with China. However, she emphasized that if there is evidence of illegal trade practices like dumping, taking action would be necessary.     Nevertheless, some EU member states are exercising caution, as they view this investigation as highly political and potentially detrimental to EU-China relations.    The European wind industry has been grappling with challenges such as unfair competition from inexpensive Chinese products, lengthy permit procedures, rising inflation, and fragile supply chains, making it difficult to meet the EU's 2030 target of 60 gigawatts (GW) of offshore wind power.    Conversely, China is bolstering its domestic turbine production through government support and low-cost loans. As a result, Chinese companies have entered the market with lower production costs, roughly one-third of those of European or American counterparts, thus widening the gap between China and the West.    Meanwhile, the Brussels-based Bruegel Institute has spent at least a year examining China's subsidy practices. However, this investigation may not offer immediate solutions to the challenges currently faced by the European wind industry.    While Chinese wind turbine exports to the EU are smaller compared to electric vehicles, the Chinese government is expected to respond similarly to the electric vehicle subsidy investigation when this inquiry is initiated.     Given that an escalating trade dispute between the EU and China is against the interests of both sides, it's unlikely that the EU will impose countervailing tariffs on wind turbines at this juncture. The gap in turbine production costs between the analyzed country and the West continues to widen.

  • EU Environment Ministers Agree on CO2 Emission Cuts for Heavy-Duty Vehicles
[Leaders Times] On October 16th, 2023, the EU Environment Council reaffirmed their stance regarding revised CO2 emission reduction targets for new freight vehicles.     In February, the EU Commission proposed amendments to enforce a 45% reduction in CO2 emissions by 2030 for new heavy-duty trucks and buses compared to 2019, with more substantial reductions of 65% and 90% set for 2035 and 2040, respectively.    The EU Council accepted the Commission's CO2 reduction targets as they were presented. However, they agreed to postpone the 100% CO2 reduction target for city buses until 2035, instead of the initially proposed 2030, with an 85% interim reduction target for 2030.    This decision was made considering that some member countries, including France, the Czech Republic, and Romania, have already invested in biogas-powered city buses in provincial cities.    In addition, the EU Commission will propose related amendments by 2027, after conducting an analysis of the law's impacts. They will also publish an analysis report on the recharging challenges faced by hydrogen and electric trucks operating within and outside the EU, addressing Poland's specific request.    The introduction of the Carbon Correction Factor (CCF), a major focus of the amendment, did not gain approval. With support from the Czech Republic, Slovakia, and Poland, Italy proposed deducting the portion of biofuels and synthetic fuels when calculating carbon emissions through the introduction of carbon adjustment coefficients.    On the other hand, a number of member countries, including Germany, Denmark, and Sweden, opposed the introduction of carbon adjustment coefficients. They argued that this would undermine the amendment's intended purpose. Notably, heavy-duty vehicle industries such as Volvo also objected to the introduction of these coefficients.    As a compromise, it was agreed to reassess how carbon adjustment coefficients could contribute to the carbon-neutralization of large vehicles when reevaluating the bill in 2027.    Meanwhile, the European Parliament is scheduled to confirm its position on the amendment on October 24.

  • EU Commission launches investigation into Chinese EV subsidies
The EU Commission officially launched an investigation into whether Chinese electric vehicle subsidies are causing damage to the EU electric vehicle industry.    The items under investigation are electric batterycars manufactured in China, regardless ofbrand.EU plans to look into the detailsof whether subsidies received by production companies and exporters cause damage to the European auto industry.    The Commission may impose provisional countervailing duties within nine months after the commencement of the investigation. The provisional duties will convert into a final tariff according to the final results within 13 months.    The investigation into Chinese electric vehicle subsidies came after European Commission President von der Leyen expressed her investigation plan at the European Parliament's annual address last month. The whole procedure is based on executive authority.    France pressed for aninvestigation of Chinese electric vehicle subsidies on the commission, saying the European electric vehicle industry is suffering from a surge in imports of Chinese electric vehicles.   On the other hand, Germany is cautious about invoking trade relief measures against China, fearing that its auto industry may suffer damage due to a full-scale trade dispute with China.    In response, China's Ministry of Commerce expressed deep concern and strong opposition as the survey negatively affects bilateral economic and trade relations. Chinese authorities stressed close monitoring ofEuropean future measuresand presented their willingness to firmly protect the legitimate interests and rights of Chinese companies.
